Congressional Democrats are requesting a formal review of whether Environmental Protection Agency Administrator Scott Pruitt violated ethics laws when he appeared in a video for the National Cattlemen's Beef Association, The Denver Post reported Wednesday.

Pruitt flew to Colorado in August for a NCBA event, according to the newspaper. While there, he filmed a video urging the association's members to file comments in support of repealing EPA's Waters of the United States rule.

The video was later posted on YouTube by the association.

In a letter to the Government Accountability Office, several top Democrats said Pruitt likely violated a longstanding prohibition on government officials using taxpayer funds for the creation of any film or other media "designed to support or defeat legislation pending before the Congress." The lawmakers requested the agency open a formal review into whether Pruitt broke the law.
